no version for a dependency it imports, when a deployment's name cannot be
imported as a named export, and when a declared effect name cannot become a

The resources module and every function shell import their deployment as a
named export from configFile. Verify that the config module exports each
deployment under the name deploymentExportIdentifier returns before
writing the plan. Write it for a config missing that export and those modules
cannot compile, while emissionDivergences still reports the tree
aligned.
